Lord Browne noted that the great recession illustrated the current tension between economic growth and emission reduction. However, the Forum concluded a low-carbon economy is not only a possibility but a necessity, and it requires an end to deforestation and near zero-carbon electricity within several decades. Stronger and more long-term environmental prices (through trading or taxes) are required to deliver on these objectives. However, prices alone are insufficient without direct government intervention and planning to overcome other market failures. |
