The Managing Director of NWR, Tobie Aupindi, said: " With so many facilities in its portfolio, it was not possible for NWR to address the investment and intervention needs of all facilities at one go. Public Private Partnerships provided a mechanism for attracting investment and bringing the standards of the infrastructure and service to levels consistent with the current market demands". Tobie Aupindi was appointed in 2006 with the brief to turn NWR from a loss- making enterprise into a profit- making one. Since AnAn unusual spa has opened on the outskirts of Windhoek.
